Specialist, Indirect Procurement

SUMMARY OF THE ROLE:

This position will provide supply chain support and tactical execution for strategic sourcing and contracting activities related to a variety of materials and services, with a focus on indirect categories.

RESPONSIBILITIES:

The Specialist, Indirect Procurement will be directly accountable for:

  • Assist customers in identifying and describing requirements for a broad array of goods and services, including vendor selection, resourcing of materials, and contract strategy development
  • Issue RFX’s and facilitate vendor selection and/or development of appropriate legal and commercial terms and conditions as well as scorecard criteria and performance metrics
  • Assist in negotiating legal and commercial terms and conditions to achieve optimum results and follow through contract award and execution
  • Perform post contract vendor management / expedite and shorten lead times and proactively eliminate supply chain disruptions
  • Identify cost savings/cost avoidance opportunities and report monthly.
  • Develop key procedures, perform user testing and collect relevant data-sets to support SAP implementation and roll-out of the procurement module
  • Prepare appropriate supply chain and contracting documentation
  • Execute effective, efficient and compliant internal requisitioning and procurement processes using SAP and other tools with the appropriate reporting (vendor maintenance, material master, service master, procurement, contracts)
  • Ensure compliance with industry and company policies and procedures

REQUIREMENTS

Minimum education required of the position

  • Qualified candidates will possess a bachelor’s degree in Business, Finance, Law, Materials Management, Operations Management, Engineering or a related field.

Minimum experience required for the position

  • Five (5) years of operations and commercial/procurement experience with an industrial company. Oil and gas industry experience is preferred.
  • Candidate should have experience in purchasing, contracts, materials, services, and logistics, though candidates not being familiar with all of these will be considered.
  • Working knowledge of SAP and e-Procurement tools.

Minimum knowledge, skills and abilities required of the position

  • Capable of developing and implementing contracting strategies from the initial identification of requirement, market analysis, and approach, tender or negotiation process, formulation and award through to subsequent contract management
  • Understanding of contract terms and conditions, liabilities and indemnities and various compensation models
  • Ability and willingness to deliver supply chain support from “need identification to invoice payment”, including contractual, commercial and SAP transactional tasks.
  • Able to identify the various forms of risk associated with any contract, carry out formal risk assessment whether the risks are financial, commercial, supply or operational and to mitigate the risk were desirable
  • Able to construct performance management criteria and KPI’s appropriate to service and properly incorporate into the contract
  • Ability to develop a detailed financial analysis of all options including lease v buy, total cost of ownership, NPV etc.
  • Team player with strong networking, interpersonal and teamwork/collaboration skills and understanding of the importance of working in cross-functional team.

Senior Project Engineer

Project Engineer role responsible for

  • Coordination between various disciplines and ensuring seamless interaction between NextDecade and Bechtel project team for the Rio Grande LNG liquefaction project with emphasis on civil/mechanical scope
  • Interfacing with the regulatory/permitting team
  • Offsite coordination for Rio Grande LNG with key stakeholders (including the Port of Brownsville)
  • Interfacing with Rio Bravo Pipeline Project Manager

Roles and Responsibilities:

  • Manages technical interfaces as well as interface with operations & maintenance
  • Supports engineering quality assurance processes
  • Coordinates between the various NextDecade disciplines to integrate feedback and comments on design activities and documents prepared by Bechtel
  • Coordinates review and approval of technical queries and deviation requests for civil and mechanical scope (such as structural steel, process equipment items including pumps, compressors, critical service control valves, pressure vessels, heat exchangers and process heaters)

  • Participate in HAZID’s, HAZOP’s, SIL studies, Independent Project Reviews, Cold Eyes Reviews, Constructability Assessments, 3D Model Reviews, and Value Improvement Workshops
  • Co-develop key project philosophy documents covering standardization, plant modularization, equipment sparing, mechanical handling and plant layout
  • Provides technical input for project FID cost estimate including Owners Costs
  • Participates in the development of the key EPC documents including contract work scope documents and required procedures

Experience and educational background:

  • Engineering degree chartered professional engineer
  • Knowledge of project management principles and overall knowledge of EPC project phases.
  • Extensive knowledge of engineering methods, systems, and requirements including industry codes and standards relevant to the oil and gas industry
  • Project engineering experience on LNG liquefaction project(s) preferably through all project phases from detailed engineering to final completion.
  • Knowledge of U.S. permitting processes
  • Minimum 5 – 10 years’ experience in LNG projects of which at least five years in liquefaction

Travel requirements:

  • Will be resident for most of the time in Contractor’s offices in Houston
  • Often Fridays back in NextDecade’s offices
  • Will move with the project to site in Brownsville when engineering activities will be largely completed

Senior Mechanical Engineer

NextDecade is seeking a Senior Mechanical Engineer to join the engineering team developing the Rio Grande LNG Terminal. This position will follow the project from the early EPC phase through to startup, commissioning and operations. Location of work will initially be in the client and EPC office within the Houston area before relocating to the terminal site in Brownsville, Texas as the project progresses.

Essential Requirements:

  • Strong working knowledge and experience as a mechanical engineer for an LNG and/or petrochemical company owner or EPC/Contractor.
  • Working knowledge and ability to effectively analyze, organize and execute work to successful completion.
  • Must be able to ensure deliverables are accurate and delivered in a timely manner.
  • Lead Engineer experience within the O&G/Refinery industries
  • Must have strong aptitude for the ability to understanding drawings such as PFD’s, P&ID’s, cause and effects of complex packages, mechanical and rotating equipment/machines in addition to their control systems.
  • Skills must include the understanding of the design, specification and operations of rotating equipment, including the preparation, and start-up of rotating equipment (per API or equivalent standards).
  • Must be able to clearly understand data sheets and plant design specifications.
  • Must have a background of the design, installation and operation of Rotating Machinery Packages such as Centrifugal Compressors, Gas Turbines, Dry Gas Seals, Process Pumps, Mechanical Seals, and Lubrication Systems. Experience in Weight/Footprint/Noise Reduction and Modularization.

  • Experience with Rotating Equipment design engineering studies/analysis/deliverables like Thermodynamic, Aerodynamic, Rotor dynamic Analysis reports, Technical Bid Evaluation, Material specification, Specialty component like bearings and seal specification, driver/coupling data sheets, Equipment layout, Compressor Dynamic Simulation, Reciprocating Machines Pulsation analysis, (Static and Dynamic analysis, Vibration analysis, Condition monitoring, and Performance analysis,) and Rotating Equipment auxiliary seal and lube oil system design and operation.
  • Must have a working knowledge in the specifications, operation and maintenance of pumps, (positive displacement, screw, metering, and multi-stage, axial and reciprocating compressors, fans, and blowers.
  • Understanding of LNG processing such as gas conditioning, heat exchangers and refrigeration.
  • Champion and have clear understanding of Management of Change (MOC) requirements and processes.
  • Must be able to lead root cause analyst investigations.
  • Preferably having a strong working knowledge of GE Frame 7 turbines.
  • Conversant with International codes & standards (API, ASME ANSI, ISO)
  • Good working knowledge of static mechanical equipment. Including a working knowledge of Pressure vessel and heat exchanger design.

Key Responsibilities & Accountabilities:

  • Must be able to interface and respond to RFIs from internal stakeholders and EPC contractor and their sub-contractors.
  • Serve as client mechanical engineering subject matter expert during the construction, commissioning, startup and operation phases of the RGLNG project.
  • Ensure robust and adequate equipment preservation programs are developed and executed.
  • Work directly with original equipment manufactures for support models such as Long-Term Service Agreement.

REQUIREMENTS:

  • Must have a suitable Engineering degree, and be Texas Professional Engineering certified or able to demonstrate experience relevant to attain
  • At least 10 years in a similar role at an EPC Contractor or Operator
  • Accreditation Board for Engineering and Technology (ABET) is a plus

Manager, Financial Planning and Analysis

This manager will support the Chief Financial Officer in all matters related to financial planning, budgeting, and analysis.   • Interface with Project Controls group on Owner’s cost, EPC cost, contingency and project schedule.
  • Through FID, serve as lead for banking activities (wires, ACH, payroll, FX).

LNG Marketing Manager

  • The LNG Marketing Manager will support the head of LNG marketing (SVP, LNG Marketing) in implementing the company’s strategy for LNG origination and marketing in Europe and the Americas, and work on additional LNG sales and purchase opportunities in other regions as required.
  • Duties will include: screening assigned markets for potential mid and long-term LNG sales opportunities; originating new LNG purchase contracts and negotiation of structured LNG agreements in line with company’s strategy and limits established by the SVP, LNG Marketing;
  • developing and managing relationships with counterparties essential for long term deal success; ensuring appropriate due diligence is performed when engaging with new counterparties; and regularly maintain databases and company’s customer-relationship management (CRM) system, and generate regular reports that compile inputs from the global commercial team.

RESPONSIBILITIES:

  • Collaborate often and openly with other commercial colleagues who will be based in other locations.
  • Originate new LNG sales contracts and negotiate / execute structured LNG deals in line with company’s strategy and limits established by the SVP, LNG Marketing.
  • Create and maintain long term counterparty relationships which are essential for building up an extensive network of LNG industry contacts.
  • Draft proposals and term sheets, gain internal approvals, and progress with buyers to detailed HOA negotiations and negotiation and execution of LNG Sales and Purchase Agreements.
  • Engage and involve legal in communications, term sheets and contractual documentation as appropriate.
  • Ensure final deals are compliant with tax, licensing and associated risks in the relevant country.
  • Engage Finance and structuring team to develop independently produced deal economics and ensure required credit support is secured.
  • Work closely with commercial, legal, tax, finance, and risk management functions to maximize and protect organization value.

REQUIREMENTS

Supervision of QA/QC activities during engineering and procurement activities in the EPC Contractor offices and supervision of site QA/QC activities during construction.

RESPONSIBILITIES:

  • Plan, organize and supervise all office and site QA/QC activities, including EPC contractor QA/QC coordination, 3rd party QA/QC surveillance, and QA audits. The Quality Manager is responsible for recruiting a high-level staff of experienced QA/QC inspection personnel and organizing this staff to support project safety, quality and schedule objectives. This position is accountable to the Project Manager, for ensuring that all EPC activities are performed in accordance with approved specifications, plans and procedures and that completed plant facilities are fit for purpose.
  • Plan, recruit, organize, and supervise the day to day activities of a multidisciplinary QA/QC Inspection Team. Construction QA/QC activities include but are not limited to material receiving/storage/preservation, civil/soils/concrete, structural/piping fabrication (welding) and installation, painting/insulation, equipment erection rotating machinery installation, electrical and instrumentation installation.
  • Develop Owners Team QA procedures in support of the Project Quality Management System (PQMS).
  • Review and approve site EPC contractor’s QA/QC Plans and procedures.
  • Plan, lead, coordinate, and perform QA audits of engineering, procurement, and site construction activities in collaboration with EPC contractor.
  • Review and approve EPC contractor’s/vendor’s QA/QC documentation, including test/inspection results and QA audit reports.
  • Carry out inspection and checking for all quality related procedures in the site and ensures activity at the site are as per approved method statement and inspection test plan.
  • Develop a method statement for the activity including risk assessment and job safety environmental analysis and Inspection Test Plan and Checklist based on specifications of the project.
  • Provides technical advice to Owners engineering, procurement, and construction personnel on QA/QC issues.
  • Keep abreast of industry QA/QC developments and implement change to improve efficiency and cost-effectiveness of project QA/QC procedures.
  • Liaise with outside agencies such as consultants, contractors, vendors and accreditation and certification bodies at the management level to assess QA/QC systems and management structures.
  • Extensive day to day contact and coordination with Owners Team managers, engineers, and staff related to site QA/QC activities.
  • Establishes and supports proactive and collaborative working relationships with EPC contractor.
  • Exercises significant initiative and judgment while planning, recruiting, organizing, and supervising site QA/QC staff and activities.
  • Report QA/QC project statistics to appropriate stakeholder departments.
  • Develop Owners Team Monthly Quality Report.
  • Work is subject to overall review and direction of Project Manager.
  • Perform all daily inspection and test of the scope and character necessary to achieve the quality of construction required in the drawings and specifications for all works under the contract performed ON or OFF site.
  • Establish and monitor Key Performance Indicators (KPIs) to measure quality performance in different areas of work development and at various project phases.
  • Develop and ensure QA requirements are incorporated into Owner’s Tender Documents, Contracts and Purchase Orders.
  • Promotes Quality Awareness among project team members, contractors and vendors.
  • Assist in developing and monitoring implementation of the Asset Integrity Verification Scheme throughout the Define and Execute Phases.
  • Carry out and facilitate critical assessment sessions and develop Quality Intervention Plans for procured items.
  • Develop and maintain QA/QC lessons learned register.
  • Participate and provide input into technical HSE and integrity reviews.

REQUIREMENTS

Senior Civil Engineer

NextDecade is seeking a Senior Civil/Structural Engineer to join the engineering team developing the Rio Grande LNG Terminal. This position will follow the project from the early EPC phase through to startup, commissioning and initial operations. Location of work will initially be in the NextDecade’s Houston office and the EPC Contractor’s office in the Houston area before relocating to the terminal site in Brownsville, Texas as the project progresses into the next phase.

Essential Requirements:

  • Strong working knowledge and experience as a Civil/Structural Engineer for an LNG facility is preferred, however, Petro-Chemical, NGL, cryogenic natural gas processing, or other hydrocarbon processing experience may be accepted.
  • Minimum of 5 years as Lead Engineer is required.
  • Must have a strong aptitude to understand documents that define plant roads, deep and shallow foundations (building, structures, and equipment), steel structures (modular and stick built) site drainage and general site improvement and civil works including the relevant engineering codes and standards.
  • Ability to produce calculations and designs for shallow/deep foundations for equipment and structures (onshore), steel structures (modular and stick built)
  • Skills must include the understanding of the design, specification, and construction of civil/structural work scopes. (per ASCE, AISC, IBC, ACI, OSHA, PIP).
  • Be fully conversant with calculation methods applicable to civil/structural engineering deliverables.
  • Strong knowledge of Engineering tools such as STAAD Pro, Navisworks, Mat/Foundation 3D
  • Experience as Field Engineer, supporting ongoing construction activities is preferred
  • Experience in concrete spalling repair/mitigation and corrosion mitigation (NACE Certification) is a plus

Key Responsibilities/Accountabilities:

  • Serve as the Owner’s Civil/Structural engineering subject matter expert during the engineering, construction, commissioning, startup and operation phases.
